Phonics-based reading programs have an uneasy relationship with "sight" words; some programs rely heavily on them and more intensive-phonics programs use only a few--and those, sheepishly. Many educators have given up trying to fit sight words such as the Dolch list into phonics rules and conclude they cannot be sounded out and must be memorized.
