"Ello, gov'ner! London has been devastated by the Great Fire of 1666. Your job, along with up to 3 other visionary architects, is to rebuild it by your own imagined grandeur! The goal of London is to accrue prestige by developing your city in 3 sectors: Economic, Cultural, and Political. As you construct buildings and buy land, you accrue expenses, forcing you to build in moderation or take out loans. Once you've established a few buildings, you can then manage your city, gaining money, prestige, and other benefits from those cards. But inevitably intertwined with these grandiose achievements are another staple of London: paupers and poverty. As your sector of London grows, its poverty level increases.
